Katase

The flood basin at the base of the mountain which runs dry for the majority of the time. Buildings are made with their bases as flotation devices due to the infrequency of rain. They then float freely when the flood comes and wherever they settle automated robots build connective roads between them. This occurs roughly every 10 years.
